Shooting off the helmet/mask is the best way to go about doing that, They'll instantly rage.

Shoot the head, then it attacks the closest thing to it, after it kills X number of things it levels up. Rinse and repeat till you have a GODliath and kill that for better loot.

Correction, Goliath levels up by killing first 1, then 2, then 3 and finally 4 enemies. I think.

So far as I know, all Goliath's can level up. I think some types are harder to remove the helmet on though.
So far, the only Goliath enemies that can't go into rage mode are Juggernauts and Badass Midgets.
They have the same fight style and animations as normal Goliaths, but they don't have helmets you can shoot off.
Goliaths can also level up on the really tiny spiderants-- it's how I got my first god-liath

Due to that, one of the best places to farm Goliaths is the bandit town behind Ellie's junk.... yard.
Since about 3 or 4 Goliaths spawn, along with 1,000,000 Spiderants, they level up quickly and easily.
