Mirana could reduce cooldown to around 30-45 seconds. Would make it a lot more worth it.

How about reduced cooldown to 1 minute and fade time to 0.5 ?
I was trying to think of one for Phantom lancer but it is a bit difficult. I like the idea of being able to teleport to illusions but it seems not worth it for the price. It could be a simple 5-10 second increase plus some added chance but seems a tad meh.

I really like Mirana, I just wish her ult was more useful.
Necrolyte: Killing an enemy hero with Reaper's Scythe will release a pestilence aura in a large area around the killed hero, reducing enemy's magic resistance and causing minor slow. The magic resistance decrease synergizes well with Death Pulse, but also helps your team deal more magic damage. It also gives Reaper's Scythe an extra dimension of usefulness, rather than just a boring number upgrade. Make all illusions last 50% longer. You only get it super late game if you are fighting a specific set of heroes, and even then, it takes an item slot where something better could've been.
Necrolytes scepter is actually really good on him if you are playing a ganking loadout. I one time went scepter, dagon, shadow blade and like one other item and went 27-4. He has one of the best ultimates in the entire game as with a level 5 dagon and a shadow blade hit he can kill a tiny with half health instantly. It doesn't need to be changed but if it does it would be cool to give it a sub ability to bring the scythe down immediatly.

Sure you see pubstompers do it all the time and win matches. Against fucking awful people. Most people will just murder him the second he walks in and not let him get extremely fed. Even if you do manage to get extremely fed, that dagon 5 would've been better off as a Bloodstone + Sheepstick.

DK's scepter should let him keep his poison attack even if he levels up Elder Dragon Form.

As cool as all your ideas are, it's gonna be tough to balance this out to make Scepter a good item on everyone but not something everyone absolutely has to have.
Well the game already does have heroes with absolutely fantastic scepter upgrades (Invoker, Earthshaker, Pugna), some heroes with situational ones (Pudge, Outworld Destroyer, Axe) and some which aren't generally speaking all that useful (Void, Huskar, Razor) which means that some of the upgrade ideas could be somewhat weaker and some could be stronger. Also an idea for Enigma: Black hole is centered at Enigma, removes channeling and reduces maximum movespeed during the black hole to 100.
Razor's scepter upgrade is OP, it gives everyone looking at it an epileptic seizure.

Aghanim is sorta "next step" in difficulty and design.
Lone Druid - Aghanim's Scepter upgrades Lone Druid's bear form, increasing health and armor values.
