tried Aus and NZ both wont allow me to unlock "preload complete" etc

Disguises are absolutely pointless, not sure about the other difficulties but I'm playing on Purist and you might as well just walk in with a chicken suit to every occasion. Every single person knows it's a disguise instantly.

On lower difficulties you have Instinct to blend in while going past people in the same outfit.

Yeah you can do the same in Purist, thing is you would need to use it for the entire duration since they spot it's a disguise 100m away so not as simple as just getting past them.
