Offline mode always worked for me with past games, not sure about this one.

You did something wrong then.
steam_appid should be next to exe.
Could someone perhaps post a bit more comprehensive guide to getting it working in Offline Mode?
I thought you could just restart Steam in Offline Mode while still connected to the VPN, and then disconnect from the VPN when it restarted. That's how it worked for Skyrim anyhow.

Go through the decryption process -> Launch game -> Exit game -> Exit Steam -> Exit VPN -> Make .txt file shown above -> Place in folder shown above -> Launch steam -> Run HMA.exe -> Play Game.
I don't think SweFox's VPN is working for me. I connect to Sydney 1 in PPTP, then what?

Would this be less safe than offline mode? Do you actually have to launch the game after decrypting or can you just decrypt first that way it's never shown that you played it.

Check your IP, is it from Aus? Then it works.

Why would running it in offline mode be safer anyway. You have to launch the game once.

Running this max'd out at 120fps~, my gpu's sound like jet engines.

In my experience Steam tends to generate some files for some games after launching them.
You can try without, just describing what I did (and what SweFox did too I think)

I did put it in the same exact folder, but I didn't know it had to be right next to it. :L The EXE itself is only 33 mbs, so I'm pretty sure the problem is because I didn't start it up when logged into the VPN.

Mine too.
I get quite a good framerate for the quality in-game, but damn, my GPU is so loud. I could tweak the fan, but then my GPU would get too hot.

im half done preloading (AGAIN!!!!) after the vpn fuck up and I cant see the files in steam anywhere.

Well, basically try to launch the game from Steam first after running on the VPN to start the decryption/unpacking process.

By connecting to a place where it's released and let it decrypt, press play which starts the installation/unpack.
