There's a Zepplin to the left and right of Ogrimmar and Undercity's respective entrances (looking in) that will take you to Northrend.

Where would be better to level. Howling Fjord or Borean Tundra?

Borean Tundra till 72, then go for Dragonblight, till 73/74, then to Grizzly Hills, 75, then GunDrak 76, then to Sholazar, till 77, then to Storm Peaks till 78 and then Icecrown for 78-80. I used that pattern, took me a week or two on my first 70-80.

Go to Howling Fjord, not Boring Tundara.

Two bars from 69. Howling Fjord quests are surprisingly fun. I particularly liked the ambush quest.

one thing i hate about northrend when i go at 68 isthat the exp needed per level literally triples when you hit 70
