These exploiters should be dealt with by server administrators. They are the ones who put sourcemod on their server, knowing that being a 3rd party modification, there may be problems.
You definitely have a case. Vac doesn't deal with exploits for a 3rd party modification. Vac subjectively bans hacks by 3rd party code that affect the game itself. The employee banned objectively; playing admin on a privately owned server.
It could be a server ban that looks like a VAC ban.

Either way, valve employees shouldn't be using an antihack system designed to prevent hacking to vac ban people cheating on private servers. If vac detects a hack, it will ban the player. There is no needs for manual bans unless there is significant proof that a player is altering the game files to hack in a way that vac cannot detect.
Furthermore, random employees shouldn't have access vacban at all. The proper course of action should have been to contact a server admin.

The evidence was the fact that he was moving around much faster than he should. If I was a valve employee, I would of banned him. heck, pretty much EVERYONE would.
Your argument about someone using the infinite buildings exploit is invalid too. That was a bug accessed by just creating a bind with unexpected arguments; you installed sourcemod and directly accessed cvars that clients are specifically blocked from accessing normally.
Your behaviour was quite clearly cheating, and you used external code to do it - even if it was a "tolerated" plugin. Whether you think that using VAC to impart arbitrary bans is fair or not, it doesn't matter because your ban is for precisely the reason VAC exists in the first place.
