Still, we should look at it as its own game, since that's exactly what it's trying to be, it just happens to have similarities to other games (mainly because some people from the dev teams of said games are working on it as well).

If you look at Arkane's work in previous years it's not hard to see that they've been wanting to do something of this nature for a while. My beef is that people simply can't take the time to describe a game in detail and revert to "it's 5 games in one" because really that's a piss poor way of explaining. Games can have a very distinct feel and just because features look similar at face value does not mean they will play out or feel the same as they do in other games.

They assume it's going to be hacked together and that the devs thought process was "we need to make a game with features like these in because those games had them".
