I kill the smarter agents or the ones that pose a threat, I also have a special part of my lair designed as a huge twisty wind tunnel which knocks the living shit out of them. So yeah that balances it out.

Im not sure... Try just starting excel normally, then open the file from within excel, if it doesn't work, Use Notepad, but your gonna have to be extra careful
Or i could just give you my modified one, it only makes Construction Workers better in stealing, which if you put 2 on the American places and 2 on Europe you will have a bunk loads of cash! Also im making it so They don't create no Heat, so then no Agents messing it up

Yeah, and do you want the 1000 population.ini?
I think after a few beds it makes your max population 255 or something and then more increase it until you cap at 1000

Dude, a population off 1000? That is just silly. The game start bugging out once it gets higher than 500 for just about everyone.

Not trying to be an ass but those room layouts are terrible and there is lots of wasted space.

I played this for 12 hours straight last night, Jesus Christ it's annoying when every faction sends hordes of soldiers to your island, plus a super agent.

Red Ivan is useful, plus Minions aren't as good as Henchmen, if it costs a few minions to save the base from total destruction, then i would make that cost.

Also, if you don't like overpowered minions, don't bother getting Number 2. Always a one hit incap/kill with her, though that's convenient with people like John Steele.

If killing does increase my heat(which it maybe does), how the hell am I suppose to lower my heat with SMASH and SABRE while they are biting on my fucking ass and deal with HAMMER and PATRIOT super agents?

You did it wrong.
Use valets/spindoctors/playboys/diplomats etc to weaken rather than outright killing them
Having 3 super agents on my island just made me rage quit, they're so overpowered.

Pissed off soldiers and vets are worse in a way. You can't get near them without them mowing down everyone one by one because they set up a wall of bullets and my minions move in a line like ants.
I find vets easier because once you kill them they're gone for good, with super agents they just keep getting up and fucking shit up
and they kill your henchmen really quick, I mean come on, how is a small chick in a bikini able to kick harder than a guy with a sword can swing.
I wouldn't be so concerned about my henchmen dying if they didn't have limited lives.
