I need to step in here and set a few things in order. As hacking of files and short cutting is making you run in circles.
First some ppl hacked the files and got access to clues due to be unlocked by other clues. Basically the first Static was to be found by:
Reading all the clues pointing towards the PATIO where the RADIO plays the Static. These clues are the Last Supper amongst others. Many by passed this and now take these clues as other clues.
2nd Static was to be found by reading Last Supper and downstairs clues by pictures and compass rug pointers. Also figuring out that you need to be 4 ppl.
Now you have found 2 statics and you have a number of clues in there for the next step. That step is in there you just need to read the statics - it is in there.
Some have been close. It is close to finale.
First static gives this (and you need to work with it)

X - what is X supposed to be? It is the secret or is it just the start of it?
2nd Static is put together by forming Yggdrasil (and the compass points to the Tree - should give you the idea to put it static together in the right order (the Norse saga of the gods - tree of life) All that gives a google coordinate that shows:
Bolivia? Temple? What is it? How can it be used? Have you looked at it ? Really?

I still haven't played the DLC so I don't know what exactly what is going on.
I found a fairly interesting occurrence on Counterfeit. If you have three people in the backyard that can either tie or kill all the civilians then you can (without problem) stand on top of the lawnmower in the front yard of Mitchell's house and have not a SINGLE neighbor call 911. Despite the fact that you are wearing a mask and have your gun out. :v:
I wonder if it's possible to screw with some of the game code, like make red outlines on Specials / Guards permanent till they're dead. Sure it's cheap, but I'd like to know where those damn guards are without having to nearly walk into one.
The duration of the outline is likely some value embedded deep within the compiled code.
However, it is very possible to add outlines to cops you can't normally call out. The only downside is that you have to make them act like specials, such as giving cops the ability of Cloakers:

But don't worry, you're certainly not limited to only adding outlines to cops. You can just as easily turn all neutral civilians into hostile Bulldozers:

Hey Marphy, I'm listening to some of the sound files in the bundles, and about 95% of them have a load of amount of static or some distortion or something. I'd bump into the occassional perfectly clear voice but then be met with another static one. Is there anyway to fix this or is it just like that?
Augh, was just put in a game with a hacker. He was just spamming the GL40 nonstop and spamming sentries. It sounds funny but its actually super annoying.

Bulldozer behavior and health is tied to his own unique animation set, so when scripted events force a cop to play an animation that the tank animation set lacks (i.e. cops exiting their squad cars upon arrival), the game immediately crashes.

Those wave files are encoded in standard PCM that any media player can read. However, the sound files that are actually used in-game are encoded in a unique form of ADPCM. To put it simply, we don't have the proper decoder for this form of compression, so they all play back as undecipherable static. I've done a lot of research on the subject and it seems we're basically out of luck. I'm still working on what little I can (if it counts as progress, I've reached the point where I can now recognize the spoken lines under the blaring static), but ultimately there's little hope we'll be able to play Payday's sounds.
On a more upbeat note, here's a piece of Payday trivia. According to his key card, the name of the bank manager is Gordon W. Boothe:

I actually had a conceptual idea of random civilians carrying concealed weapons, a good interruption when you are in the middle of cuffing them wouldn't be bad at all..
