VALVe publish themselves, sometimes using EA.
I don't really think they'd pick up SR4 unless they knew someone at Volition.
EA only publishes the retail copy of the games but their deal ended long ago. Valve publishes their own games now on both Steam and Retail iirc.

I have an average PC and it runs just fine.
Here's to hoping SR4 isn't as crazy as SR:TT, it really took away from the story and the whole game in the end. I recently picked up SR2 and I can say that the story's at least ten times better, and the gameplay's cool too. I really like how they handle respect in that you don't really have to do activities you don't want to whereas in SR:TT the game forces you to do most (if not all) of them.

Performance isn't the issue, the issue is that they ported the controls to PC in the worst possible way, everything feels so fucking awkward on PC, like you'd be playing it on an emulator. And the PC versions is extremely goddamn buggy.

Those vehicles aren't just default ones colored, they have special decals and I think have improved stats as well.
Once you beaten Saints Row 3, can you restart the story with the same level and person?
