How do you upgrade your specialization HQ's? I have a city running ore/coal mines and another running oil and I can't generate near enough profit to reach the first level. The ore city has a coal mine and three ore mines with 3 trade depots and I'm only getting about half my profit.

I guess resources don't generate enough profit. Build the foundry, sell metal, that's gonna bring in the money, I think
I can't get smelting until I upgrade the HQ. I have to be missing something here.
Don't you just gotta add the appropriate wing to the HQ to unlock Foundries...? Probably that's what the game means under upgrading.
Took me 4 fully upgraded mines before I made enough profit. Make sure you got some extra mining towers on it.
So how much smaller is this then the previous game?

Damn, shame too I had a craving for some city simulation. But it is dumb if roads become redundant because the AI gets looped on a certain path.
I had a fire and 2 fire trucks went past the house, down the block, made a U turn, went around another block and came back, went past it, made a U turn again in the same place and then stopped to fight it.

Are you sure they drove past on the same side of the road as the fire? Vehicles can't do u-turns outside of intersections.

It was the opposite side, but they U Turned at an intersection and went past it on the right side and came around for another attempt.

For individual sizes: Much, much smaller. The game is meant to be played on the regional level, which gives you several cities to work with, up to 16.

Wow, that actually breaks the game the fact that they do that. The game even takes into account for getting work for the ridiculous 'phantom' sims.
The more I SEE of the game the more I want to buy it. The more I READ about the game the more I want to slap myself for thinking that first thought.

Think of the smallest tiles in SimCity 4.
It's roughly that big.
So, I ask again. As an outside observer, the game looks really good, but the problems with servers and the agent simulation are slightly concerning. Is that actually an issue in gameplay, or is it just something the perfectionists and OCDs worry about? Does it impact the gameplay in any noticeable way? Is the game worth any amount of money, even with these simulation problems?

Frankly, I'm not too bothered by the agents not being persistent Sims. They're still closer to the illusion than SC4's population literally existing as statistics and ghost cars.

To be fair, dynamic pathing is rarely flawless. I've seen the same thing happen in the older SimCities, as well as Tropico.

It wouldn't be a problem if the inflation of population was merely for estimation purposes. Much like in Civ V, your cities have an ammount of citizens but when you look at the demographics, these citizens equate to millions of people in your empire.
To me it seems Maxis decided to inflate the population on purpose as to show that you can have hundreds of thousands in the small sized cities. they've pretty much ruined this game for me.

It does affect the gameplay a whole whole whole bunch once you get over 50k pop. Then you have to reroute so much stuff to avoid stupid traffic.
This guy does a full 200k city without any industrial or commercial zones in an empty region
