OK so the main problem I have with Quinn is that her ult is fucking retarded
Doesn't refresh cds and has a 4 sec cd on the second cast (Riven has 1 second) so if you nuke combo then ult you just sit there looking pretty

I was against a Fizz as Cho'Gath. Let's just say that every time he went in, I just screamed at him, making it so he couldn't pole away. Then, I proceeded to land an simple rupture, which allowed me to finish him off with ignite for an easy first blood.
He came back to lane with some lube in his inventory.

His mobility makes him still one of the strongest ADCs, but I think he's outclassed by stronger late game carries now, Tristana in particular is very strong, and as safe if not safer.
Ezreal's laning phase is still excellent though.

If people stop hitting the player cause of ult, it then acts as a Kayle ult.
