I like Quinn, I played her twice the other day as a top. I went against an Akali first game and Garen second game. 7/2/1 and 8/2/5 respectively. Maybe I like her more because I don't play her ADC, I think I did once but still did okay.

i play against challenger/diamond/high plat ads in ranked 5s/custom games subbing for my friend's team frequently, and of the handful of quinns i've seen so far in normal draft, ~80% of them have been diamond or plat players (2 of them were robertxlee and xj9 (who sucks ass)) and i've never had as much trouble laning against any other ad as i have with a properly played quinn

Practically, I'd have to win 25 games in a row to even only qualify for a bo5 (provided my lp gain doesnt get shorted even more once I get near 100).
It wouldn't be too bad if I didn't lose 6 LP per loss, the system currently just seems like bs.

Also, is there some kind of specific level i should farm till i gank?
I like going behind top after wolves + blue to burn the enemy's flash/ghost straight away.

and do wolves, smiteless blue and straight to red, gank top and/or mid right after that
If you dont claim wraiths tell your mid and top to do them, its a massive advantage and a commmon "high elo" strat.

Mobility but if the game is 50 minutes you might need to go mercs
Gank whenever you see fit, I pull of ganks for first blood at level 3 in 90% of my games with ghost, you literally should not give a fuck if its warded because the enemy cannot react faster than you at all, with movespeed quints and masteries you are faster than people who start boots even if you have none.
Just get the knockback right on the E, knock them towards your teammates obviously when you can but if you're someone like FLASHCAT who whines about knocking them back you probably don't realise that its practically a stun + more damage anyway so its fine if you hit them away because your allies can simply walk forwards for 1 more second.

Also take W first for higher health after clearing, I took Q and had the problem of being so low hp that I didnt want to gank and it really hurts your gold, going W then maxing Q [sp]ninny you're shit you dont max w what are you high[/sp] you should be fine to take red with 2 pots left, when I went Q first I usually did red with 300/400hp left and no pots.
