It would have to:
1. Remove the "water clouding vision texture/overlay thing.
2. Make lighting not dynamic while underwater (evenly lit) because it's really dark underwater.
3. Make you able to stay underwater longer without breathing.
4. Either break like the normal helmet (when damaged) but without any of the damage resistance or slowly get damaged when underwater.
But if you could explore underwater, you'd need something to explore. Fish that don't attack and drop food, sharks that attack and drop shark teeth or something, and some kind of eel/sea serpent monster would be nice. Also, flippers as footwear that let you swim faster underwater and ignore currents.
