How about rules for the server are : Free roam outside of city, in city no killing, however you cannot kill civilians unless its by accident or they attack you first. And ofcourse no city blueprints.

again, PROOF OF CONCEPT. the door might give it away, the textures are ripped from hl2 and then i made a pretty poor attempt of colorizing them so it fit minecraft more
