Don't think so, not yet anyway, I think you need to stop comparing this to Fallout and Stalker. (Even tho that's exactly what it is).
It looks like it's Story-Compelled Free-Roam.
Like you do a few story missions and then they let you go to where you want. (assuming you can reach it) and they all advance the story someway. I'm not entirely sure but that map is TOO BIG to be completely linear.
Are there any scary moments? It seems like it would have great potential for them.
I think that once you reach the tunnel system you'll be able to temporarily abandon the mission and go around and do shit. They implemented a good/evil system for your character and there are multiple endings.
Actually, come to think of it, what if you continue the plot wherever you go and whatever you do. Say you say [I]fuck it[/I] to the default mission and you choose to join a faction. Then the story will continue on with your character but will result in a completely different ending. So in a sense it would be free roam but will stick to a plot line.
Unless if the game entirely follows the book. That would be alright too.
Yeah, in the interviews the developers have said that it follows the book as close as possible.

The review makes this game sound awesome, as long as by "poor shooting like Bioshock" they don't mean that the gameplay gets annoying as fuck after a while.
