Mages- Not really CS accounts for it and shouldnt be in close enough range to use it + got loads of ways of getting mana back both in and out of combat.
Warlocks- Fel hunter silence/life tap so once again not really.
Priests- Probably the one decent argument for belfs, although other races come out on top for pvp.

What's wrong with an instant-cast way to return mana? Pots and gems are our only other way to get mana back quickly, as the last thing I want to do in a boss fight is Evocate.

i'd say belf's make the best caster classes, UD are pretty shit racial wise these days, not a lot of advantages to them IMO
