Hey I checked out those dinosaur fizzle files... if anyone has played with audacity's noise filter at all... they each say one or two words in the MIDDLE of the sound file. Their not for SSTV or any decoder :P
(of course if I'm late throw more clocks at me... but its not in the OP and I'm not going to go through 36 freaking pages.)

dinosaur_fizzle3.wav - "Next Month"
So go look for yourself, they're about in the middle of the sound file, use a program like Audacity, a little bit of noise filter and a tad of normalization and listen hard, you CAN hear those words.

Anyway from the looks of it, the building might not be behind Chell in the ending at all.
The Aperture Science sign on the parking lot booth is the other way around, and there's a
warning/no access sign on the fence gate facing the same direction. It looks like both Chell and Glados could actually be outside the whole area.
