Well I don't want it to pull a GTA 4 and get all serious and shit.
I want it to be over the top crazy, whether cheats enable it or not.
I want giant cheat to make me, like, as tall as a building.
More weapons.
More variety of outfits. Especially full-face pieces.
Planes with guns and missiles/bombs.
More hairstyles.
More voice options for the player.
And I don't give a damn, too much about the story. As long as it's decent. I want to fuck around and have fun without it getting stale for a looong time.

[b]7: More guns/Weapon customization[/b] - Melee weapons were cool too, but there simply weren't enough of them. I had every melee weapon in the game by the second mission. On top of that, some of the guns were just ridiculously overpowered - ever duel-wielded the Gal43 uzis, which you got from level 6 or so of some piss easy activity? 100 bullets and you could bring a helicopter down in 20. Fired about 10 rounds a second, if not more. Ridiculous. Fun, but waaaaaaaay too overpowered. Me and a friend in co-op just steam-rolled missions with those things - they should of been a reward way later in the game, not something I can get before completing even the second mission.
[b]8: Likable characters[/b] - Gat stopped being funny in the first game, so he's not a good example. In SRI, I liked most, if not all the character. Julius and Dex were cool, Troy was alright. In SRII, Pierce is an annoying fuck, and Shaundi makes my skin crawl. Stop making stereotypical characters in order to be humerous, they were better beforehand.

I'd say all this, as well as a much more in depth character creation. I hated the 4 main sliders for your character, Body Shape, Muscularity, Fatness, and Age. Body Shape did a terrible job. If it is lower, you look more feminine. If it is higher, you look more masculine. Say you wanted to be a female character the second time around; you cannot really have a female character with smaller breasts without having the facial features of a man.
The Muscularity and Fatness was good, but I think a little more past 50 and -50 would be pretty cool.
Age...meh, most people keep it below 20, so what is the point?
They could also add a bit more facial features, like scars, freckles, blemishes, ect. They should also add more hair styles. I hated the ones in Saints Row 2. I wanted a normal guy with normal, short hair. Instead, I had to see the light reflect off my head like it was a marble statue, plus, you can see a huge line going down from the back of your head to the front of your hair.
A brand new city would be great. Like what WIWA09'er said, the city seemed the same. The only parts that were different were Saints Row, the Campus/University, Caverns, ect.
Also, I was very disappointed with the DLC. Lame, didn't-even-try cutscenes, short, and didn't add anything major. The first one was a letdown, getting a porn star to do the acting, and terrible missions that had nothing to do with anything. The only good thing about it were the vehicles and new clothes at Lets Pretend. Other than that, crap DLC.
The Second one was better. It actually added to the story, and left us with a "Oh shit, in Saints Row 3, we are going to a new city to hunt Dex." The clothes were cool as well, finally giving us the Ronin Jacket, as well as some really cool vehicles.
One last thing I'm going to mention are the "Take Backs" or whatever they are called. Occasionally, one of the gangs will try to take their territory back, and you have to go and kill the Lieutenants. There were no consequences for not doing these. Also, at the end of the game, all the gangs are gone, and it gets kinda boring from there with only cops to kill.
So, I say in Saints Row 3, when you kill the leader of a gang and beat all their missions, there should still be a small snippet of a territory left for that gang to hang around, and maybe have a few stragglers walking around in your turf to kill, raising notoriety and eventually raising it up so you can fight a ton of these gang members again. Also, when you beat all the gangs missions, they should try to, "Take Back" a random territory and you have to defend it. Failing to do so in a certain time frame would result in that gang actually taking back that territory. You can get it back by starting a "take back" of your own.
I think if Volition listens to the community, this can be one helluva game.
I didn't find all that much wrong with the driving, except for the weight of the car you're driving.
A cop car should not be able to push around an APC.

Your tail end will be pointing directly into the sky for no good reason.
(Although jumps on bikes were pretty cool.)
The port fucking sucks , its just matter of luck will it run smooth even at high end computer

You do understand that on MOST vehicles the engine is in the front for one, meaning more weight so it would dip down more.
Using my backflip on a dirtbike know-how apply the gas to bring the back end down and front end up.

Yes, that's fine.
But when I'm as perfect of a 90 degree angle as the buildings next to me purely because I took a jump too fast that's not a good mechanic. (It's worse in some cars than others, it's not a big deal but it's agitating.)
I'm not saying the cars need to be weightless, (which they pretty much already are) but why would we explain something with "because it's realistic" about [b]Saints Row?[/b] I thought GTA was taking that step, and GTA doesn't work that way.

They annoyed me because every cinematic with them was the same thing;
"Hey go here and kill these guys because they're the opposing gang."
"Alright cool."
See, I didn't mind that in Saints Row I because you were a follower, not a leader, but I don't feel like much of a leader when I'm being bossed around by [i]my[/i] lieutenants.
More craziness, I liked being able to run around wearing an atmospheric diving helmet crushing people's skulls with a stop sign.
saints row 3 should learn how to be a good game
More gore, better graphics/animations, more customization, etc.
Less ridiculously wonky animations.
