The size of the bar is likely related to total user base, killing floor has a large user base.

There is going to be multiple jumpstarts per steamer it's just they can't be at the same exact time.

Just back from school. Do I need to get more potatoes or launch every game from the sack that I own at least once? Does the speed at which the clock ticks actually vary based on number of potatoes or is it just a pretty set of numbers?

Potatoes increase the multiplier as a theory, but running a potato game (Preferred as TWEOTW right now) will increase player count, increasing CPU ticks.

The clock ticks don't change at all that's the default boot time. We pressed the potato button in Glados' chamber that I mentioned early. We got an achievement, uses the same logo as the golden potato and has the same name.
