Interesting choice. Also given that it's rather early pickup item due to pricetag, it sounds pretty neat.
Cause honestly, Arcanes and Soulring feel wanky to me. Axe wants to use his HP to get in face of the enemies and outlive them, not harass like a little skirt-bearing mage with Hungers over river and Arcanes offer little in-face-ness as well.

Exactly, and due to the large cast range it's a good substitute for Blink.

I am not sure if substitute really.
Blink is when you need to initiate first for your team and enemies have strong counter-initiation utilies you need to disable with your Call. With Eul you do give a slight window of opportunity unless you can time Eul going down and call very precisely.
Forcestaff on the other hand, is general mobility increase/initiation when it's not as crucial (*you have initating ally) or enemies lack in counter-initiation. Axe also loves to fight for prolonged time, spreading Hunger, with Agha especially due to Culling Blade cd, thus forecstaff allows for in-combat mobility on top of Hunger stacks. Throw in stuff like Phase Boots and you are king of the dancefloor.
Euls enhances that MS advantage, gives great chunk of manaregen for a hero who is easily manastarved (it especially fits Agha builds I think) and Tornado can be used for quite a few things besides 1-target-poormans-blink.

Keep in mind that a substitute does not mean a replacement. Ultimately Blink is superior, but Eul's is in my experience an excellent intermediate.

Eul as ancillary to general Axe gameplay focused on skirmishes moreso than large-scale encounters is great pickup.

Meant it as temporary. It'll never replace Blink completely, but Blink is expensive to get in one piece while Eul's can be assembled quickly and provides a ton of things Axe needs/can use well as we've said before.

apparently siren can play support but i haven't ever seen it

I did it last night, early game as sladar.
Took Dire hard lane, went around the trees and stuned sniper from behind.
Juggernaut spinned and we killed him and centaur.

Except trainquils use your already thin mana, break to 50 (soon 25) movement speed after 1 call/damage and provide no real benefit except heal, which is very much provided by Ring/VG/Hood/Pipe.
You could get them prior to Ring and disassemble boots, but Ring of Protection gets wasted, though Ring of Regen has quite a few appliances (Forces Staff, Hood, Soul Ring, etc).
