It was that soldiers in Half Life had been given bulletproof vests based on the technology of the HEV suit and since it uses the same technology it probably used the same standard charger used by the HEV suit. The U.S Government controlled Black Mesa and the military, so it sounds perfectly possible, at least for me.
(Or that's my theory at least)
The charger in the comic is the HL1 suit charger, by the time Portal takes place Black Mesa has been destroyed for dozens of years. They probably just combed the wreckage for technology they could steal or someshit.
