If you give a gift to an email, that email should be tied to the one steam account that can activate the gift. So even if you forward the email to sheepie, he wouldn't be able to activate it.

Hmh, I've gotten a few email gifts and I'm pretty sure you get a link to open the gift (it's a Steam link so it opens Steam with the usual install options blah blah) and somewhere below the link it says that if you don't have a Steam account you can click there and make one.
