I think that the FOV for the widescreen monitors was pretty fucked up in bioshock 2 too.
The Aspect Ratio problem shouldn't be there then.

The fact that they did it again after all the backlash from the problem in the first game is a testament to their PC porting process (i.e. how little of a shit they give).
Plus, I know for a fact that I suffered from it and many other bugs when I first got the game and that is the only one that has been fixed since.
