Counter Strike was sold because it was different. Team Fortress Classic wasn't made by the mod community as far as I know. Also, maybe if you looked a little closer on the website you'd see that it will be free as claimed by the devs.

Okay, so.
Counter-Strike was free when it was a mod. It's for sale now because Valve hired the developers, bought up the game, and released it as a retail product, aka, NOT A MOD.
Team Fortress Classic is free with Half-Life, or at least, it was. However, Team Fortress Classic isn't really a mod, either, because it too was developed by Valve. TFC was NEVER an independent mod. Team Fortress (the Quake/Quakeworld version) was, back before Robin Walker and John Cook were hired by Valve, and Team Fortress was, in fact, free.
The only way Black Mesa could be sold is if Valve hired up the developers and released it themselves.
