The point is, in Half-Life, as far as we knew, the Soldiers were just wearing black body armor, nothing special. OP4 changed that, but the BM Devs disagree with the idea of Power Armor for the Soldiers. So they instead went with a more real modern-day body armor instead.

Okay, but it would be better to have PCVs in my opinion as it would fit better with them being a special forces unit. Also didn't Half-Life take place in the 90's anyways thus making it odd to have 200x technology?

Just for the HECU, they aren't the HECU without their special gear. They basically become regular marines with a pointless name. Also to that dude who said it was around 2001, you are probably right. But still it would make the most sense for the HECU to use what they are supposed to use.
