The point is, in Half-Life, as far as we knew, the Soldiers were just wearing black body armor, nothing special. OP4 changed that, but the BM Devs disagree with the idea of Power Armor for the Soldiers. So they instead went with a more real modern-day body armor instead.

Also didn't Half-Life take place in the 90's anyways thus making it odd to have 200x technology?
