Wrong. You turn on cheats, noclip to radio, noclip to near dropoff area, turn cheats off, then go into dropoff area. Portal doesn't use the "achievements disabled because cheats turned on in this app session" thing, so if you turn on cheats, and turn off cheats, you still get achievements.

No it isn't. Not at all. I managed to get it without too much trouble. I even had plenty of time to get back out before the doors closed. I found out later, after watching a youtube video about that radio location, that if you're still in there when the doors close, a trap door opens underneath you so you're not stuck inside. :P
Anyway, the key is to put a portal on the floor beneath that room so you can jump up into the open doors. Try that. :)

You can also get the radio no portals (besides the portals for pressing the buttons):
1. Setup portals so that you can quickly press both buttons.
2. Stay on the lift closer to the doors until it reaches it's maximum elevation.
3. Press both buttons as fast as possible using the portals.
4. Go back to the lift, it should be slightly higher than the default position.
5. Wait until the lift is high enough again.
6. Jump inside.

Correct me if I'm wrong, I believe it is next to the stairs that breaks if you try to walk on it.
