There is no bloody confusion, the robot is unnamed, its entity is just named "Tim Larkins" as he's a sound designer who likely created all the audio puzzles for Valve. He worked on L4D2 too.
If you ask me, they are definitely hinting at a release for Portal 2 very soon.
I mean think about it, they could easily have finished Portal 2 by now, seeing as the first game was only 3 hours long. A 3-6 hour game doesn't take that long to create, especially when it's a sequel and the game engine is already in place, and they've had since the orange box release(or sooner) to work on Portal 2.
Also, Valve has never announced a game like this before, so I doubt this is just an announcement. They've also put an awful lot of work into this. If it was only an announcement of some future release, it would be incredibly anti-climactic.
So bottom line, Portal 2 [I]could[/I] be finished by now and they've put in far too much work for this to only be an announcement about a release in the future

My theory on the bar, is it's based on when people are "re-beating" the game.
because it is the "valuble asset retrival" related progress bar...
nope it just seems to because if you look at the ascii pic you can see that the right robot is higher and thinner than the one of my edit, if i correct that it looks like the portalgun.

This has already been discussed and ruled out. No external factors are currently influencing the bar's progress.

The IRC team are the broadcasters, and they don't stream anything right now because the only thing which is coming out of the godforsaken BBS is the progress bar
