Saying "mow some lawns if you wanna play better games" is easier said than done not everyone lives in their parents basement mooching of of their parents money.
Did ya know there's things like bills you gotta pay every once in a blue moon? Not everyone has the time to learn where the better deals are or even knowing what to buy to make their computers better, they have these things called lives guys. You should learn how to get one instead of learning how much CPU is needed to "tighten up those graphix" or whatever you people are into these days.

You can get a decent gaming computer for 400-500$/€ and you can use it for a lot more than just gaming. Besides that, PC games are usually cheaper + there's quite many good free ones. Those 500$ for something that should last you for 3-4 years isn't really a big investment, is it?

the problem is by the 3rd year you're gonna have to start tweaking every game you buy and gotta jump through a bunch of hoops to squeeze all the fps you can and even then the game will run at less than hoped for and the only solution will then be to keep buying newer parts just to be able to play those new games.

Hate to say it but if you're smart about getting a PC you realise it works out much cheaper than a console in the long run. It just requires a bigger initial investment because you buy the hardware straight out whereas with a console you don't pay in full for the hardware and pay it back every time you buy a new game in the form of subsidiaries.
In short; if you can't manage your finances, get a console and spread out your debt instead of making a larger initial investment that will end up being much more rewarding.
If you still think it is more expensive getting a PC, add the fact that practically everyone has a PC for doing the basics such as browsing and IM'ing and such anyway so add that to the cost of your console and smoke it.
Much of the PC gaming market is he kind of people who put efforts into their PC's
many Devs assume that you are one fo those and thus have a pretty good comp.
All you really have to do is replace two main parts to make it more New-Game friendly; CPU and GPU.

Yeah, two of the most expensive parts.
Because if devs keep making games for old hardware then there will never be any progress. You can't expect them to keep supporting technology that is 5+ years obsolete.

It has little to do with this, and more to do with sloppy and inefficient programming. The engines are being designed to take advantage of more and more power, rather than using existing power more efficiently. Of course, we will hit a point in graphics where it makes no sense to go further, and then the work will go to something worth it for a change: the gameplay, the story, all the little things and details that make a game great.
We're a little while away from that I'm afraid.

This is honestly why I own a 360...that and you don't have to worry about people cheating online (most of the time, anyway) Luckily most games these days are released for multiple platforms.

Exactly.
Games always required an up to date computer to run on the highest settings, but otherwise they run just fine on older machines.
Some recent games might not be like that, because of some "advances" in the physical/AI calculations (GTA IV with Euphoria, or games with nice destruction possibilities), but even then, unless you have my completely obsolete 2 GHz dual core, you can run them just fine.
