DX10 offered many improvements over DX9.
OpenGL is always unpredictable to work with because it depends more on the driver implementation than DirectX. OpenGL will run like shit on pretty much all integrated cards and can act unpredictably and differently across hardware and driver implementations.
Quite frankly, I find the people who think it's great to spread "OPENGL IS AWESOME" around like this to be quite amusing. I believe John Carmack himself said that DirectX is now too big to be ignored or something of the sort.

The point? A lot of people use old and terrible hardware (DX8 GPUs) and operating systems (XP).

what is your problem? it's a graph showing the changes over 18 months and RIGHT THERE at "dx8 GPU or lower" it says 5.66% no where at all on that page does your number pop up.
