By the way, when I say 20 - 30 fps I mean on medium with HBAO off and shadows on Low.

Now that makes no sense at all, Definitely a driver issue there, either on your part or DICE's But it's definitely a driver issue

My Monitor's Native is 1680X1050, Not sure if it can actually go higher than that to be honest, but 1680X1050 is my sweet spot... perfect balance of size and space, and is what I run all my games at now I wouldn't mind Commander, if not Linelor said he'd make the new Megathread if you were gone
