It's not. Notch has to add the base of survival in first. This includes signs, better mob AI, and more crafting templates. Then he will start coding multiplayer.

I've built a tower with an underground area on a multiplayer server

I started by carving out a big round hole into a big square hole and built my tower in it, and after that I built the underground area.

I then filled up everything above the underground area with dirt.
