Says it all. It doesn't apply AS MUCH as Starcraft, but there's still an element. To play effectively, you need to be able to have good reactions, keep moving to avoid harass, and harass them.

1. Thether nerf is allright, barely anyone could escape it actually, even if they tried (exceptions are like Flash Kassadins/Leblancs)
2. Ult range = early game ganks are gonna be a bit easier to detect in time = allright.

I mean, it's a lot vs people early in lane or during gank, but it helps in his frail jungling. (competetively quick route = low hp most of the time)

Just two things to note, first off that statement does not "say it all." It says that he doesn't play Starcraft and is unsure if he completely understands how APM works. It actually says NOTHING about your position that APM is important in League of Legends, and it doesn't even compare APM in League of Legends to APM in Starcraft.
Second, APM is not important in League of Legends, at least not as important as you are making it out to be. I wouldn't be surprised at all if you could be more than half decent at League of Legends with ~30 APM.
