Garen is really good, ask Rilez. If you just run him as tanky dps with items like frozen mallet and sunfire/ fon, he can still be really strong late game. If you build him full tank, you are a fool. He has no cc (besides silence if you even count that).

one of my teammates fed an enemy leblanc mid once, and she was 8-2 and literally nuked me down for all my health. my health bar turned fully red. it was ridiculous.
i was ashe and had a banshees, mercs and a negatron when this happened

Before you say it, Frozen Mallet doesn't proc on Judgment.

Although, yeah, LeBlanc is OP.
I've built Garen with FoN/Thornmail/Sunfire then BF Sword and he still doesn't do enough damage whatsoever.
I've played Garen for months, and he just gets outshined by the other tanky dps champs. He doesn't do enough damage to anyone with any sort of survivability.
