A full rune set is as follows:
9x Marks of Armor Pen
9x Marks of Magic Pen
9x Seals of Armor
9x Steals of Mana regen (flat or per level, most people use a mix of both)
9x Glyphs of Magic Resist per level (per level is far better than flat)
9x Glyphs of Cooldown Reduction (These are the bomb diggity)
Some people like glyphs of mana regen, I haven't found them necessary. Ever.
Other good runes
8x marks of attack speed (junglers use these along with 1x mark of armor pen and 3x quints of armor pen to make jungling faaaaaaaast)
9x Glyphs of Dodge (expensive but sexy)
3x Quints of movespeed (very useful)
3x quints of armor pen (used often)
Other quint options
HP (not as popular lately)
Magic pen (tbh the mpen itemization is really good so you don't need these as much as the armor pen quints)
Mana regen (not the best choice not the worst choice)
Also you can build quints based on what makes sense to you.
Variations:
Annie TT page (every rune is magic pen)
Ashe page (every rune is crit damage)
Singed (every rune is mix mix swirl mix)

I use the referral link, typing all the information right. Green ticks everywhere, I click the "play for free" button and it says "loading...". After a while nothing happens and the button is "play for free" again.
Same with the non-referral link.
Xin Zhao nerfs were pretty bad in my eyes. Almost as bad as Garen's.
His Audacious charge CD nerf was somewhat bad, and while the 2 second duration on his W might not seem like much, you should have around 2+ AS during that time, so that is an indirect 4-second nerf to his cooldowns...
Tell me when it's up again I'm not gonna bother with the queue till I'm sure I won't get a "servers are busy" right before it's done.
