why does it constantly put me into games with level 30s?
that's what i hate about LoL, it ruins the game when someone can do better because they're level 30 and have runes and full masteries
that's got nothing to do with skill

Unless you're completely shit, runes don't do nothing beyond 5 minutes in most cases.
Only notable exception i've seen of that is an Akali starting the game with 100AP. That as ****ing horrible.

your math is wrong as fuck, you get 80 ap only from ap per level runes, and you have to be lvl 18 to get 80

It was possible to 100% dodge rate, back when you had phantom dancers that gave you dodge. I remember just playing around in practice games getting 100% dodge.

that is a complete lie as it is impossible to get 100% dodge even with 6 phantom dancers, runes, etc.
