IMHO lee sin is viable under one situation.
You're bottom with a baby sitter.
You build frozen mallet, IE, merc treads, BV.
Armor yellows, MR/level blues, Arp reds.

Reasoning:
His base damage is pretty good (his Q does something like 500 if you land it then kick them too) but he NEEDS HP badly. Warmogs gives him HP for the low price of 3000 gold.

In other news, I just carried 1/17 Tristana and 5/19 Corki as Warwick ;)
Smite-stole baron, 5-0 teamfight, pushed 4 turrets and won.
edit: Their Poppy had 37 kills, but couldn't be bothered to get Banshee's, so we kept winning teamfights 'caus of my ult.
Just a normal day with FP premades.

Frozen mallet is insane on lee sin since your kick lets you auto attack as soon as you land.
Fucking free slow with the range of EZ's q so op
