Oh I'm not saying that Q first is bad and that E first is good. E first is pretty miserable. E first hurts your early game farm (which doesn't matter since corki farms easier than sion FFS). E first just lets you do some hacks stuff with valkyrie.

Yea, you can get one refund as long as you buy the champ with in 30 days

He's just too easily countered. He only has physical damage, so a tanky person or a tank can throw on some armor, and once they get it above, say, 150, they can shrug off his attacks easily.
His ulti is also somewhat below average.
