No they aren't, it's a nerf
Lower base damage and forced bonus AD means that they'll do shit damage early game before hitting something like BF Sword, which usually takes 20 or so minutes if you build other early game items
This will just make them item dependent and force them to build glass cannon routes to hit high ADs, which was what I wanted fixed in the first place
