it doesn't even make sense to nerf an entire CLASS of champs. It's like saying "We haven't touched Veigar for months except to buff his passive, but now we think his burst is too strong. And since burst nukers are anti-fun (they kill you before you can do anything) we're also going to nerf Anivia and Annie while we're at it"
