His AP ratios aren't great, but his stuns are. Pop an ult, run through everyone, surge... all of enemy team stunned.
Not as much damage as AP Kennen, but it lets your teammates deal damage while you stun their asses off.
Also, isn't AS Kennen viable too, to proc the W passive?

Tank Kennen does just as much damage as regular Kennen, he just doesn't die during the fight.
Yeah,too bad Kennen has better AP scaling than LeBlanc.
