Yeah, it would work only on some tanks.
I imagine that being able to upgrade your tier 10 tank to 'semi-premium' status would encourage playing at that tier, too. Decreased repair costs and buffed incomes might not mean you profit on a bad loss, but at least you wouldn't be bleeding money every time someone scratches your paint.
Very low numbers of tier 10 on the EU have created a situation where playing tier 9 you end up many times as the highest in the match which IMO makes it much more fun than tier 8. /minus spgs ofcourse

Unless the mod you're using somehow factors in ammo costs, I did about half as much in the T34 (1.5k XP, without premium) and got 100k :v:

You can't tell how artillery safe a map is or isn't until you play it.
Besides, I see buildings, and rocks, and hills, and trees, so there's always hope.
Although, to be honest, it looks like team 1 can just send a scout to see all of team 2 really easily and them bomb them with artillery.

The game should reward you for taking high amounts of potential damage.
It means it's DPM wasted on you instead of used on some teammate. It's team contribution.
