i dont usually pull off an all nighter and goto school
so what's the certainty that it's gonna be out in an hour and 15 minutes? I need to know if it's worth staying up til 3am

There really isn't but that is when the daily deal ends and the store will update with a new deal so it's a big possibility the DLC will come with that update.
