Why would a city be flooded? The Ocean was reduced by 6 meters.

Makes me laugh. At this point, everyone is so desperate for Episode 3 content that we're willing to accept anything as being from Valve.
Looks a bit too well-defined for concept art. Just doesn't look like something Valve would do.
They better fix those leaky Valves, there might be more concept art.

Alyx and gordon had to melt the polar ice caps to get the borealis outta the ice and they had to go to new york city to find the city flooded and with those werid things roaming around in it
It's terrible, and the perspective is way off. Either the building in the background is tiny, or the humans are huge.
Doesn't look like something valve would draw so my guess is that it's fake but still awesome.
