Looks just a little War of the Worlds-ish, excluding the water part. Flooded metropolitan cities in Half-Life... just, no. I think we've seen enough cityscapes in HL2.
But nevertheless, it is a tremendous piece of art. Looks good, but it wouldn't work in EP 3.

The art on the site, does not even mention HL, anyway. Those guys in that picture, make me think of War of the Worlds and Half-Life 2, because they look like Striders and Hunters combined together. In War of the Worlds, they did not care about sucking up our water like the Combine did. After playing George Lucas' Thrillville 2, I assume they used lasers to level that city, not the lasers that shoot, but think light sabers like Star Wars.
However, I think the artist used ideas from HL. I also think it would be great if Ep3 was after you come back from the Arctic, you end up stopping the Combine from sucking the water off the planet so melting the Caps brings back the water to the rest of the planet, and you end up doing the Vertigo chapter after you get back. It seems Jesse194's theory makes the most logical sense. I hope they use this chapter again, because that theory I want to play. Worst case scenario, Vertigo is used for HL3 about an American invaded Combine Nation.
Even if it IS fake. I really hope that Valve will announce EP3 at E3. Pleeeease Valve! Would be so amazing to see "Source 3.0" with it's amazing graphics and physics.

After Gordon takes down The Combine he must now face [B]GLOBAL WARMING[/B]. With Al Gore (who also lends his voice and likeness) to aid him in his fight to lower gas emissions.
The concept art seems a bit odd, after all City 17 was based on European architecture, and the city presented in the concept art seems to have a more "American" flair to it, due to the architectural designs of the buildings. (TlDR: LOL There are skyscrapers which don't fit the setting of HL2, perhaps fake.)
EDIT: God damn it, I have to start reading threads. Rate me clocks, or agrees because I think my deduction was pretty cool
