If the former were true the projected completion date would be sooner than it currently is. Right now it matches up pretty much perfectly with the original release date.

And it's seriously not going to happen. By the time every single bar was filled it'd be the 19th already. Maybe a couple hours before that. But I really doubt Valve is going to call/email every single game retailer in the world carrying their product and tell them to release it a couple hours early.
