As far as I can tell, which ones don't load for you? It might be because I have one of the original patches (Gibbed's I think) that had pictures for them all in a dropzone folder.

This might sound silly, but are far away from the runway at all? The plane only seems to spawn for me if you are fairly close to where it should be. Stroll around the runway a bit and see if it appears.

Well the last ones I fixed are "Opening PDA" (re-fix of this, because it caused crashes even after the fix before this) and "shooting enemies while using a motorbike"
Now, I'll fix the crash which happens when you do objectives in a mission / start a mission
