You don't need to make another Steam account to get a Steam ticket, Steam accounts and Steam support are not connected.
If you haven't gotten your e-mail yet then just register for another steam ticket and make sure the e-mail is correct.
All you can do is hope Steam support can help and hope that the guy who stole your account isn't using it for cheating VAC banning your games.
Should we even help people that get scammed nowadays? Shit, people really have to be dumb to not verify their accounts or have the same password for both their e-mail and their account AND fall for a phishing site.

Ways to avoid phising, hacking, Scamming & Stealing
1- You cant get free iphone by just clicking link, if you do that, you are dumb.
2- Steam games arent free, only some of them are.
3- If you get to site that looks like steam, CHECK THE URL, ITS VITAL TO YOUR ACCOUNT TO AVOID IT GETTING STOLEN!!!
