THE MICROTRANSACTIONS: I believe it is for spending money through steam games on stuff servers provide. Such as VIP and what not. Valve is just acting like Paypal, but for their games. And it will be more structured, the seller can't scam.
Didn't valve talk about people beeing able to sponsor the development of games, maybe it's something like that?

Us as clients cannot use it for anything other than what a developer lets us use it for (usually for Cloud based things).

Whatever the case, Steam itself won't be charging for that stuff.

Steamworks is the system through which mainly other developers sell their games, so yeah Microtransactions are highly likely going to be for other games and not for valve games. Valve wouldn't honestly do such a thing on their own stuff.
I would lol if there was a steam exclusive free mmo that uses this for their cash shop
