He has a 3s huge aoe stun, his w is great harrass and scales 1:1 with ap. You already mentioned the fact that he can have ridiculous ap with no items. Finally, his ult scales at least 1:1 (maybe 1+:1 I can't remember) so even if they have no ap carry your burst is dealing retarded damage.

How do people get such high cs? Mine rarely goes above 100 before the match ends

I went 14/3/14 as Ashe and got a Quadra for the first time in like forever

You should aim for 100 by at the most 15 minutes if you're laning, even then that's a long time. Something like 12 minutes should be doable providing you don't get massively camped or something.

If you have 70+ cs by 10 minutes you're doing well. Also might want to try and prioritize which minions to last hit first. The melee and siege minions will give more gold than the ranged, but the ranged is easier to last hit because it has lesser health than the other two. Also when playing certain characters such as teemo you can use the enemy minions aggro to your advantage to help shape your lane. In teemo's case, I tend to place shrooms closer to the middle of the lane and then use the enemy minions aggro to steer them away and keep them from detonating the shrooms. This allows you to seriously zone your opponent and keep him from getting any cs.
